I believe I may understand why Oakland, California is suffering from all the mattress dumping on their streets. As a family moves and must rent a U-haul Truck and/or use their cars the event to dumping a mattress after being evicted as that unit would now be worth more due to the Gentrification Projects. Whether unexpectedly either by the Bank and/or Landlord the root cause would be that the family and/or small family unit and/or single person would have to dump all extra's that are either to big, to bulky, to heavy due to the time-frame of the gentrified project. Going to the mattresses that are both replaceable at less the cost of the larger vehicle especially if the family, small family unit and/or single person has not secured another residence off the road also leaves D.N.A. for identification purposes so that The Cops would in the eventual be able to identify each and every person that had the presence of mind to product proof of life. My grandfather said that during The Great Depression this was often a hope as at that time people would leave hairbrushes.
To find out for certain one could go to City Hall and the Records Department may have a circulation on the population as President Obama took a census while he was in Office in Washington, D.C., this would show a trend to address and street. Another value for the District Attorney as a point of investigation would be P.G.&E. as that would show how many times an address has had it's power turned off or on.
Additionally, these product developments should have driven more to the fact of what has happened instead of the Media just pointing the finger back at the City for not cleaning it up. That being said is the best path to cobble those stones today.
