At the compulsory rallies held for the firing of San Francisco Police Chief Greg Suhr retired an opinion is not needed as the law is the law. I repeatedly witnessed on local television signs that read "Justice" and that is not up for argument as that is fact however my question to the public at-large is, are you threatening when you scream that you want justice? The matter is not at-large as those rallies are both scary and very confusing as the public is yelling and screaming and always very undisciplined in their vocal communication. The rest of the signage at all the subsequent rallies held by the masses to express their opinion are subject to interpretation and as the unless factor charges to the forefront should you understand that each sentence line is in fact a whole statement than Penal Code 69 would indeed apply.
For any upcoming rally would the public at-large be specific in their requests as that makes a better department and does not turn the event into a city wide mayhem scene of unknown things flying about and people hating one another as known to have happened in the 1976 - 1978 era in San Francisco and around this entire country. This gathering of masses to find judgement by mobbing and implying the 'or else thing' or saying "Police Brutality" or actually blatantly stating the other horror that actually did happen to Benjamin Marconi, a detective with the San Antonio Police Department shot to death in San Antonio, Texas is horrid and has caused each officer shooting subsequent to these rallies to be subject to investigation.

(a) Every
person who attempts, by means of any threat or violence, to deter or
prevent an executive officer from performing any duty imposed upon the
officer by law, or who knowingly resists, by the use of force or
violence, the
officer, in the performance of his
or her duty, is punishable by a fine not exceeding ten thousand
dollars ($10,000), or by imprisonment pursuant to subdivision (h) of
Section 1170, or in a county jail not exceeding one year, or by both
such fine and imprisonment.
(b) The
fact that a person takes a photograph or makes an audio or video
recording of an executive officer, while the officer is in a public
place or the person taking the photograph or making the recording is in a
place he or she has the right to be, does not constitute, in and of
itself, a violation of subdivision (a).
