The Plan to be considered :)
As Hurricane Florence has reminded me of an idea I had during the first severe drought that took place in San Francisco in 1976 (https://www.watereducation.org/aquapedia/drought), I was living at 815 and  I understand that now I may be more forward with such a thought:  a pipeline with the Windmill concept installed inside of it to drive P.G.&E into the black as well as bringing our State of California the terms.  This pipeline would be perfectly built by CALTRANS as those men are able to understand the structure as;
